Stearns County Partners with NAZCA
Minneapolis , MN , 9/27/04 - Stearns County (MN) Auditor/Treasurer Randy Schreifels had a problem familiar to most counties – how to become more customer-centric, while increasing efficiency, and at the same time generating more revenue.

“We needed to improve our customer service, to make our information more accessible and available 24/7”, says Schreifels. “Currently, a customer has to come to the Stearns County offices and possibly visit several departments in order to get the property information they need. We wanted our business partners [title companies, appraisers, etc.] to be online, not in line”, says George McClure, Stearns County Information Services Director.

Schreifels and McClure set some complex goals. They wanted a web-based system to provide secure, self-service access to the County's property records, which are stored in several separate databases (or “silos”). Schreifels and McClure also wanted to generate more revenue from county business, and keep all of the county's data in its current databases, avoiding costly conversions and data warehouses. McClure looked at a variety of systems – and discovered that “there really is no good system available on the market that fits Stearns County 's needs .”

Schreifels and McClure went to Nazca Solutions, Inc., a Minneapolis based company, with a unique solution to the problem. They chose Nazca because Stearns County had “a vision for the project that dovetails with Nazca's approach”, says McClure.

The approach, according to Nazca Chief Technology Officer, Dominic Coates, is “extracting data in real-time from several different databases and offering it in a user defined, integrated environment.” But while other approaches – data warehouses and web enablement of each ‘silo' – try to do exactly that, they come up short by not cost effectively integrating all data sets dynamically. According to Nazca CEO Ted Mondale , when the system is operational in the first quarter of 2004, “most business partners won't even need to go to the county to do business.” Jason Hepp, Nazca Chief Operating Officer says “County staff can be redeployed to handle more impactful tasks like expediting the time and accuracy of filing property records. Counties now have the opportunity to improve their revenue stream”.

The result? According to Schreifels, the Stearns solution will generate revenue while reducing the time and cost of doing business with the county. “Nazca integrates all our silos,” says Schreifels.
